Unlike what the description says, if a car has less than 20% health the lock can be broken and the car drived
Also possible to push the car to a lift and remove the lock from the control panel

If you are getting keys with ID 0 on your server.. its probably the InstantCraft plugin. Add "car.key" to the normal speed list, that's what fixed it for me.
